Billy Picard

William "Billy" Picard, District II President

William (Billy) Picard received his Bachelor of Science degree from Louisiana State University and his master’s +30 hours from various institutions including LSU, Nicholls State University, Southeastern Louisiana University, and Azusa Pacific University.

He taught for over 38 years in St. Charles Parish. He was a teacher at Destrehan High School and Hahnville High School and also served as assistant principal at Destrehan High School and principal at Hahnville Jr. High School/Landry Middle School, before becoming a Supervisor for the school system.

Billy is also a co-founder and served as president of the Louisiana Middle School Association. The Louisiana Middle School Association is an education and advocacy alliance.

Billy has been a member of LRTA and the local Unit St. Charles Retired Teachers Association since 2007. He has served as vice president and president of St. Charles RTA. He has also served in various positions within LRTA District II, including second vice president and first vice president.

He is also an active member of the St. Charles Parish community. He is a board member and president of the St. Charles Parish Council on Aging. Mr. Picard is also a member of the Holy Family Catholic Church in Luling, and Knights of Columbus Council #9933.

Billy Picard has three children and eight grandchildren. He is an avid fan of LSU sports and enjoys gardening in his spare time.
