Katherine Whitney is the director of the Teachers’ Retirement System of Louisiana (TRSL). She provides executive leadership and management to the retirement system, which has more than $27.7 billion in assets and serves nearly 200,000 members.
She has been with TRSL since 2008 and has held the positions of policy planner, deputy general counsel, executive liaison officer, and deputy director.
Prior to joining TRSL, Ms. Whitney was as an assistant attorney general in the Civil Division of the Louisiana Department of Justice. Among her roles there, she served as the education section chief. Ms. Whitney has also held the position of chief of staff at the Department of Education-Recovery School District and was a policy consultant at BESE.
Ms. Whitney holds a bachelor of arts degree in government from Nicholls State University and received her juris doctorate degree from Louisiana State University.

Douglas G. Swenson is the deputy director of the Teachers’ Retirement System of Louisiana (TRSL). He helps provide leadership and management to the retirement system, which has more than $27.7 billion in assets and serves nearly 200,000 members.
He has been with TRSL since 2018 and previously held the position of executive counsel. Prior to joining TRSL, Mr. Swenson worked in private practice and served as an assistant attorney general, assistant special litigation counsel, civil rights section chief and deputy director of the litigation division for the Louisiana Department of Justice.
Mr. Swenson holds a bachelor of science degree in criminal justice from Southeastern Louisiana University and received his juris doctorate from Louisiana State University.
