2024 Third Extraordinary Session Update:

Teachers/Salary Change: HB 5 signed into ACT 8

(Effective 12/4/24) Authored by Representative, Tony Bacala (bacalat@legis.la.gov), this bill requires public school systems in Louisiana to provide a permanent salary increase of at least $2,000 for certificated personnel (such as teachers, therapists, and administrators) and at least $1,000 for non-certificated personnel (such as aides, support staff, and other employees). The increases and associated retirement costs will be funded by the net savings realized by the school systems from the state’s payment of certain unfunded liabilities of the Teachers’ Retirement System of Louisiana. The bill also provides that the salary increases cannot be used to supplant or offset any existing salaries or supplements, and that any excess savings must be used for specific purposes like employing personnel in critical shortage areas or funding early childhood education programs. The bill will only take effect if a proposed constitutional amendment related to the Teachers’ Retirement System is adopted. We continue to monitor the Special Session.
